There is a problem with admissions in India and your brothers got a chance to study abroad – it is very nice for him and his career. If he will be careful and studying hard (not partying, drinking, smoking, taking drugs, dating girls etc) then his life in Russia will be nice and safe. Many Indians make good friendship with good Russians.
I really understand your&your family's worries. But no need to worry too much. Yes, there were a few cases in cities like Moscow and St.Petersburg (by the way, where is your brother going?), but as far as I know those guys were not just studying, they were dating Russian girls, too. And in some cases this can be risky. Why?! Because Russian men (ex bfs of those girls, friends etc) often think, that girls prefer foreigners since they are better and have a lot of money; also many Russian ladies want to move abroad… Then those angry left guys might just revenge and harass foreigners, who date their ex gfs or just Russian girls. Feelings are feelings, I understand. Some guys and girls feel lonely abroad, so they start dating someone. But anyway the majority of Indian guys marry "through" arranged marriages. So, please explain your brother, that he should concentrate on his studies only. There will be always attractive ladies around, but looks do not guarantee inner beauty
Medical education in Russia is on a high level, so it's a good choice. Russian professors like Indian students very much for their great memory, for their fast reactions, for their deep knowledge, for being very serious and responsible and so on. Indian students are being an example for Russian students.
Again and again, do not panic. Those murders were a few, not many. Thousands of Indians live in different places of Russia (for example, there are many Indians from Gujarat in a city called Astrakhan') and they like it. Yes, I can imagine that -10-20 is not at all a comfortable weather, but with time people get used to it. Sorry for bringing the weather up

First you would have to go to college and earn your Bachelor degree, then with great grades you would then apply to medical school.

The first poster's right. You're correct that in some countries you can get your MD in as little as 5 years (not 3- at least in Russia). However, the quality is definitely not the same. Just like any other profession- better education gives quality.
By the way, you're only 20. 28 is super young to have graduated as an MD. I mean, I took some time off after high school, traveled, and will graduate with my RN-BSN when I am 28! (27 now). I too contemplated being a physician- but I am going to get my nurse practitioners after I finish my degree. I found that to be the best of both worlds for me.
If you truly want to be a doctor, then don't let anything stop you.
Well plan on studying medicine in the country where you want to practice it. Education can vary from country to country and because of that just because you have a degree in one country doesn't mean you can practice in another. If you get a degree overseas and want to practice in North America, you will have to have more schooling in North America before they let you practice here.

There are a number of medical schools in Russia that admit English speaking students. You can research each school's website for their specific information. To find the list of the schools, use the International Medical Education Directory: http://imed.ecfmg.org/
Like most of Europe, Russian medical schools are 6 to 7 years long. Their course content and organization is very different from the US. Every country has a licensing examination process that must be passed to practice in that country. You should inquire what the pass rates are for graduates of each school you contact.
